  • The ratio falls as you scale. Under 100 employees HR covers everything with little scale to spread it, while at a thousand and above shared services and automation stretch the team, so compare yourself to your size band rather than to the overall average.
  • What you count as HR FTE drives the number. Count generalists and benefits, compensation, and labor relations, and decide consistently whether payroll belongs in or out, because that choice moves your ratio more than anything else.
